Report Lists 12 Possibilities for Terrorist Attacks -NYT

WASHINGTON, March 15 - The Department of Homeland Security, trying to focus antiterrorism spending better nationwide, has identified a dozen possible strikes it views as most plausible or devastating, including detonation of a nuclear device in a major city, release of sarin nerve agent in office buildings and a truck bombing of a sports arena.
The document, known simply as the National Planning Scenarios,(PDF version) reads more like a doomsday plan, offering estimates of the probable deaths and economic damage caused by each type of attack.
They include blowing up a chlorine tank, killing 17,500 people and injuring more than 100,000; spreading pneumonic plague in the bathrooms of an airport, sports arena and train station, killing 2,500 and sickening 8,000 worldwide; and infecting cattle with foot-and-mouth disease at several sites, costing hundreds of millions of dollars in losses. Former prosecutor to lead fight against terrorism -CBSMW

WASHINGTON (CBS.MW) -- Federal Appeals Court Judge Michael Chertoff was named Tuesday as secretary of homeland security by President Bush.
Chertoff would replace former Pennsylvania Gov. Tom Ridge at the head of the mammoth agency responsible for defending the nation against terrorism.
Bush called Chertoff a "talented public servant" and a "key leader" in his war against terrorism.
"I am confident that he will be a strong effective leader for the Department of Homeland Security," Bush told reporters in the Roosevelt Room at the White House.
"Tom Ridge has the gratitude of our entire nation" for serving as the department's first chief, Bush said.
Prior to serving on the bench, Chertoff was assistant attorney general in charge of the criminal division of the Justice Department from 2001 to 2003. In that role, he helped formulate the administration's early response to the 9/11 terror attacks as well as to the corporate accounting and governance scandals.
Bin Laden Plan to Bankrupt U.S. Through War
Nov. 1 (Bloomberg) -- Al-Qaeda leader Osama bin Laden said he is trying to bankrupt the U.S. through its war on terror, a strategy he says felled the Soviet Union two decades ago in Afghanistan, according to a translation by al-Jazeera television of his full, videotaped statement. "The mujahedeen recently forced Bush to resort to emergency funds to continue the fight in Afghanistan and Iraq, which is evidence of the success of the bleed-until-bankruptcy plan -- with Allah's permission," bin Laden said in the video that aired on the Qatar-based satellite network, according to the translation, posted today to al-Jazeera's Web site. Bin Laden Condemns Bush, Says New Attacks Possible

DUBAI (Reuters) - Osama bin Laden burst into the U.S. election campaign on Saturday, releasing his first video tape in more than a year to deride President Bush and warn of possible new Sept. 11-style attacks.
Bush had failed Americans with his Middle East policies, deceiving the nation and putting it at risk from further al Qaeda strikes, bin Laden said. The speech was his clearest claim yet of responsibility for the Sept. 11 strikes of 2001.
Appearing in a video released from hiding to Al Jazeera television four days before the U.S. presidential poll and gesturing with a finger to stress points, he said the Sept. 11 attacks would not have been so severe if Bush had been alert.
"Despite entering the fourth year after Sept. 11, Bush is still deceiving you and hiding the truth from you and therefore the reasons are still there to repeat what happened," he said.
It looked like a deliberate attempt to influence the U.S. election on Tuesday.

Video Threat of Major Attack on U.S.-Fox
Oct 27 -- WASHINGTON — The CIA is unable to authenticate a videotape that is said to threaten an assault on the United States that would "dwarf" the Sept. 11 attacks. The tape was handed to the Central Intelligence Agency and National Security Agency by ABC News two days ago, multiple government sources told FOX News. ABC is said to have received the tape last weekend from a terrorist source in Waziristan, a region in Pakistan near the Afghan border where the Taliban and Al Qaeda are believed to be holed up. The move, which will take effect this month, represents a broad expansion of the authority of the thousands of law enforcement agents who currently patrol the nation's borders. "The U.S. government has access to vast amounts of information, but it has a weak system of processing and using that information. The need to share must replace need to know."
The 9-11 Commission was chartered to prepare a full and complete account of the circumstances surrounding the September 11, 2001 terrorist attacks, including preparedness for and the immediate response to the attacks. The Commission is also mandated to provide recommendations designed to guard against future attacks.
On July 21, 2004, The American Red Cross released their latest study stating that "only one-third of Americans say that they have a basic family emergency plan — fewer than made the same claim a year ago. Only 40 percent have assembled the basic supplies they would need to take care of themselves and their families in a natural or man-made disaster. This alarming lack of preparedness is practically a disaster in itself."
Tom Ridge has repeatedly warned Americans that the terrorist threat is "elevated" over the next few months and that The Department of Homeland Security is "ramping up security," in response to a steady stream of intelligence indicating al-Qaida may seek to mount an attack aimed at disrupting U.S. elections, political conventions, the Olympics and other special events. Ever since 9-11, Americans have been warned over and over about heightened terrorist alerts. So much so that following the most recent alert, Dennis Miller recently asked his CNBC panel, "Is this information that you really want (or need) to know?" Most agreed that even though they feel helpless to do much of anything, they still want to know what is really going on.
Perhaps the question Miller should have asked is "What (if anything) can Americans do to "ramp up" terrorism preparation efforts at home?

P.S. Remember, the future belongs to those who are prepared for it … let us all do our part to make sure America is prepared with a counter-terrorism strategy. Here are some steps of family preparation recommended by both The American Red Cross and The Dept. of Homeland Security.
Terrorists are working to obtain biological, chemical, nuclear and radiological weapons, and the threat of an attack is very real. Devastating acts, such as the attacks on the World Trade Center and the Pentagon, have left many concerned about the possibility of future incidents in the United States and their potential impact. The growing terrorism threat has raised uncertainty about what might happen next, increasing stress levels.
Nevertheless, there are things you can do to prepare for the unexpected and reduce the stress that you may feel now and later should another emergency arise. Taking preparatory action can reassure you and your children that you can exert a measure of control even in the face of such events.
According to The Department of Homeland Security, "All Americans should begin a process of learning about potential threats so we are better prepared to react during an attack. While there is no way to predict what will happen, or what your personal circumstances will be, there are simple things you can do now to prepare yourself and your loved ones."
Some of the things you can do to prepare for the unexpected, such as assembling a supply kit and developing a family communications plan, are the same for both a natural or man-made emergency. However, as you will see throughout the pages of www.Ready.gov, there are important differences among potential terrorist threats that will impact the decisions you make and the actions you take. With a little planning and common sense, you can be better prepared for the unexpected.
Specific Terrorist Threats
A biological attack is the deliberate release of germs or other substances that can make you sick. Many agents must be inhaled, enter through a cut in the skin or eaten to make you sick.
A chemical attack is the deliberate release of a toxic gas, liquid or solid that can poison people and the environment.
A nuclear blast is an explosion with intense light and heat, a damaging pressure wave and widespread radioactive material that can contaminate the air, water and ground surfaces for miles around.
A radiation threat or "Dirty Bomb" is the use of common explosives to spread radioactive materials over a targeted area.
Be prepared to adapt this information to your personal circumstances and make every effort to follow instructions received from authorities on the scene. Above all, stay calm, be patient and think before you act. With these simple preparations, you can be ready for the unexpected.
What You Can Do to Prepare
Finding out what can happen is the first step. Once you have determined the events possible and their potential in your community, it is important that you discuss them with your family or household. Develop a disaster plan together.
1. Create an emergency communications plan.
Choose an out-of-town contact your family or household will call or e-mail to check on each other should a disaster occur. Your selected contact should live far enough away that they would be unlikely to be directly affected by the same event, and they should know they are the chosen contact. Make sure every household member has that contact's, and each other's, e-mail addresses and telephone numbers (home, work, pager and cell). Leave these contact numbers at your children's schools, if you have children, and at your workplace. Your family should know that if telephones are not working, they need to be patient and try again later or try e-mail. Many people flood the telephone lines when emergencies happen but e-mail can sometimes get through when calls don't.
2. Establish a meeting place.
Having a predetermined meeting place away from your home will save time and minimize confusion should your home be affected or the area evacuated. You may even want to make arrangements to stay with a family member or friend in case of an emergency. Be sure to include any pets in these plans, since pets are not permitted in shelters and some hotels will not accept them.
3. Assemble a disaster supplies kit.
If you need to evacuate your home or are asked to "shelter in place," having some essential supplies on hand will make you and your family more comfortable. Prepare a disaster supplies kit in an easy-to-carry container such as a duffel bag or small plastic trash can. Include "special needs" items for any member of your household (infant formula or items for people with disabilities or older people), first aid supplies (including prescription medications), a change of clothing for each household member, a sleeping bag or bedroll for each, a battery powered radio or television and extra batteries, food, bottled water and tools. It is also a good idea to include some cash and copies of important family documents (birth certificates, passports and licenses) in your kit. Copies of essential documents-like powers of attorney, birth and marriage certificates, insurance policies, life insurance beneficiary designations and a copy of your will-should also be kept in a safe location outside your home. A safe deposit box or the home of a friend or family member who lives out of town is a good choice.
